Entrance to a rehabilitation daycare center

The Elia Association operates under the "Rehabilitation Daycare Law, 5760,2000",

Enacted in recognition of the necessity of early therapeutic intervention in toddlers with disabilities and the crucial importance of this treatment for the future development of the toddler, eligibility for daycare is for toddlers aged six months to three years who receive a disabled child benefit from the National Insurance Institute. The toddler's referral to the daycare center is done by contacting the family attorney, the community (in the Social Services Department) to a district disability committee or if it is determined that they have a general developmental delay at a low level of functioning.

Who's eligible?

Blind and visually impaired children between 6 months and 3 years of age, who meet all of the following conditions:

• Those with a certificate of blindness / visual impairment or who meet the conditions of eligibility for the certificate.

• Children in need of multi-professional intervention

• As a result of visual impairment, they have functional difficulties that make it difficult for them to integrate into a normal framework.

Realization of eligibility:

• Contacting the Department of Social Services in the residential area

• Recognition by the National Insurance Institute


Referral to a law committee in the Ministry of Social Affairs
After contacting The Elia Association (by you or the community attorney) we will invite you to an introductory committee:
In which we will know you and the child, assess your child's medical condition and examine whether the visual impairment is a major disability. At the end of the committee, we will issue a letter to the Regional Supervisor regarding the suitability of your child to the Elia Association.
Only after the approval of the Ministry of Social Affairs and Social Services' placement committee will your child be able to integrate into the kindergarten.
Services provided as part of the rehabilitation center:

eatment according to a personal plan, professional medical treatments in the fields of language and communication, occupational therapy and physiotherapy, these are provided instead of the treatments provided in the CPA.
In addition, there is eligibility for transportation and transportation – the local authority and the family's community center must be contacted to arrange the toddler's transportation to the daycare center. Payment for the daycare center is made by the parents to the local authority in accordance with the level of participation determined for them by the authority and which is influenced by various factors such as personal status, number of family persons and financial situation.
